Still Didn't Learn

Yep, no one learned Friday.  Still Quote Stuffing and manipulating exchange arbitrage.  This is RSE taking a sequence that fluttered the Bid Price on the BOST exchange then fluttered the Bid Price and Bid Size on the Nasdaq, enabling it sweep through and get the NQEX price with a sequence that ran shorter than the BOST fluttering sequence:
