RussellTick Service Is Now Malfunctioning...Market Micro-Structure Under Stress

Per Nasdaq:
The RussellTick dissemination issue has been resolved as of 11:04:29. Beginning at that time the RussellTick service resent all tick messages that were in queue from 9:29:00 this morning. As of 11:13:43 the RussellTick service is disseminating real-time data and is fully recovered.
