41,312 Quotes In Two Seconds

At 10:17:09 this morning we have the SPY taking on 16,145 quotes on exchanges other than the PACF and 1 second later we see 23,167 on exchanges other than the PHIL.  Add two thousand for each instance where 1,000 were needed to trip the indicator and we have a staggering 41, 312 quotes inside of two seconds.
